Wages paid to employees who perform services on a reduced basis are not considered qualified wages. They are only treated as such if the wages paid exceed the amount the employee would have received for the services provided. Employers will then be entitled to a credit equal to the difference between the total wages paid and the amount the employer would've paid for the reduced hours of service provided by the worker. Employers with less than 100 full-time employees may be eligible for the credit. The credit covers all wages. Eligible employers that have more than 100 full time employees may be allowed to consider qualified wages only if they are not providing service under a governmental COVID-19 order.
